Print recipe · PDFSmall carrot dice and browned beef sit in a savory gravy under a forked potato roof. A little prepared horseradish is stirred into the mash, where it gives a gentle sharpness without making the whole filling taste of mustard. The carrots are cooked before assembly, so a golden surface does not hide a hard vegetable center.

Give the carrots a size, not just a name
A carrot chopped into chunky coins will not behave like the small dice specified here. Cut lengthwise into thin slabs, then sticks and small cubes. Take the time before the beef is in the pan, when the board is clear. The onion and celery soften alongside the carrot, and a little stock later finishes the pieces in the gravy. Check a carrot with the edge of a spoon before assembly. It should already be nearly tender; the potato lid is not an excuse to stop the skillet stage early.
Brown the beef after the vegetables come out
Trying to brown meat in a pan full of damp vegetables makes the job slower. Move the softened vegetables to a bowl, brown the beef in the same wide skillet and let its small pieces develop color. Bring the vegetables back only after the beef has reached its safe ground-meat temperature. Tomato paste cooks briefly against the hot surface before flour and stock turn it into gravy. Worcestershire sauce is measured rather than poured freely, and its label matters because many versions contain fish.
Let horseradish support the mash
Prepared horseradish from a jar has a more predictable texture than freshly grated root. Mix the stated small amount through warm potatoes with butter and milk, then spread in separate spoonfuls over the hot filling. You should still taste potatoes first. Fork ridges give the surface its color without needing cheese. The rested pan is served with a broad spoon rather than cut as a firm pie. The gravy should settle around the beef and carrots while remaining moist enough to eat with the potato topping.

Set out
Oven, 9×13 in (23×33 cm) baking dish, at least 3.5 qt/3.3 L, Large saucepan, 12-in/30-cm deep skillet, Bowl, Potato masher, Rimmed baking sheet, Food thermometer
Allergens
Milk, Wheat, Fish: anchovy in many Worcestershire sauces, Celery; check stock and prepared-horseradish labels. Check labels and substitutions.
Make it
- Heat oven to 400°F (205°C). Set the dish on a rimmed sheet. Bring potatoes and water to a boil in the saucepan; simmer 15–18 minutes until tender. Drain, steam-dry for 1 minute and mash with butter, milk, horseradish and salt.
- Meanwhile heat oil in the skillet over medium heat. Cook onion, carrots and celery 12–15 minutes, stirring, until nearly tender. Transfer to the bowl. Add beef to the skillet and cook over medium-high heat 8–10 minutes, breaking it up, until it reaches 160°F (71°C). Safely drain excess fat if needed.
- Return vegetables. Stir in tomato paste for 1 minute, then flour for 1 minute. Gradually add stock, Worcestershire, rosemary and pepper. Simmer 6–8 minutes until gravy thickens and carrots are tender.
- Spread hot filling in the dish. Spoon mash over in mounds, join gently and draw fork ridges across the surface. Bake 25–30 minutes until golden at the high points and 165°F (74°C) in the center and several other spots.
- Rest 5 minutes and divide into six portions.
One broad spoon makes the portion
Reach through the mash into the bottom of the pan, then lift together. The carrots are part of the main dish, not a garnish to be left behind in the serving pan.
A useful detail
The 100-minute total allows the vegetables and beef to cook sequentially while the potatoes simmer. Carrots must be almost tender before the beef browning; if larger dice need longer, allow that extra time.
Another way
- For a fish-free Worcestershire replacement, use 1 teaspoon/5 ml reduced-sodium soy sauce plus 1 teaspoon/5 ml cider vinegar. Update the soy-allergen information and keep the stock quantity unchanged.
Keep it well
Refrigerate shallow portions within 2 hours, or 1 hour above 90°F (32°C), at 40°F (4°C) or below. Use within 3 days or an earlier ingredient deadline. Reheat to 165°F (74°C). Freeze promptly cooled portions for up to 2 months for quality; thaw in the refrigerator before reheating.
