Add one seat; watch the remainders
Three fictional groups have fixed weights A = 6, B = 6 and C = 2. Quota = group weight × total seats ÷ 14. Give each group the integer part, then assign remaining seats to the largest fractional remainders.
| Group | Quota | Floor | Remainder | Seats |
|---|
Compare 10 with 11. Group C’s quota rises while its final allocation falls from 2 to 1.
This is a mathematical demonstration, not a current legislative allocation. Exact integer remainders determine the order. Ties are resolved alphabetically; neither the 10-seat nor 11-seat result depends on that tie-break. No minimum-seat rule is added.
