What does the shortcut change?
Fictional steady flow from S to T. Route 1 is S–A–T; route 2 is S–B–T. The optional one-way link A→B has zero modeled cost.
Variable segments: S→A and B→T each cost x/100 minutes, where x is that segment’s flow.
Fixed segments: A→T and S→B each cost 45 minutes.

This is a cost model, not a road forecast. At demand≤4,500, all-shortcut flow is an equilibrium in the ideal nonatomic routing model. The control stops at 4,400. Beyond this range the all-shortcut formula must not be assumed to remain an equilibrium.
